No, the duty to notify applies only to work that begins on or after March 1, 2020.

You do not have to do anything as the information held by the Employee Insurance Agency (UWV) remains available to the Netherlands Labour Authority and the Immigration and Naturalisation Service (IND). However, work that has been notified earlier to the UWV and which is extended beyond March 1, 2020 does have to be notified.
