I am a Dutch employment agency. I post drivers out to another EU country. What rules apply?

Is the Dutch employment agency the driver's employer? In that case, the posting rules of the European Union (EU) country where the drivers will work apply. If the working conditions are more favourable than in the Netherlands, the terms and conditions of the other EU country apply.
